Cosplay, or costume play for all you plebs who don't know, is the act of dressing and acting like a specific character from pop culture.
It's a huge industry, and people from around the globe participate in conventions, online chats, fandoms and other related events. The hobby has become so prevelant in main stream society that even a person who isn't intentionally dressed in cosplay can actually pass as participating in it.
Clearly, these strangers did not knowingly portray an obscure manga character, but fuck, they still nailed it.
